Willoughby is the rural southern portion of Niagara Falls, running along the Niagara River between Chippawa and the Fort Erie boundary, and was formerly its own township dating to the 1780s. Settled by United Empire Loyalists, Pennsylvania Dutch, and German-speaking farmers, it retains a quiet agricultural and riverside character. Landmarks include Navy Island, the 1877 Willoughby Township Hall, and the Willoughby Historical Museum along the Niagara Parkway; the township merged into Niagara Falls in 1970.
